City of Maple Plain Terminates Local Emergency Following Stabilization of Water System Cybersecurity Incident
MAPLE PLAIN, MN (July 29, 2026) – The City of Maple Plain has terminated the Local Emergency declared on July 27, 2026, following the successful stabilization of conditions related to malicious activity that affected portions of the City's public drinking water system.
Mayor Julie M. Maas-Kusske signed Proclamation No. 2026-2 terminating the Local Emergency after consulting with City staff, emergency management personnel, utility operators, and responding agencies. Officials determined that the immediate threat to public health, safety, and welfare has been addressed and that extraordinary emergency measures are no longer necessary.
"The declaration of a Local Emergency provided the City with the flexibility and resources necessary to respond quickly and effectively to this incident," said Mayor Maas-Kusske. "Thanks to the dedicated efforts of our City Water Plant staff, emergency management personnel, technology partners, and supporting agencies, we have been able to maintain essential services and safely transition back to normal operations."
Throughout the incident, personnel at the City Water Plant continued operating the water and wastewater systems using established contingency procedures. At no time was drinking water service interrupted, and the City has received no indication that the quality or safety of the drinking water was compromised.
The Local Emergency declaration activated elements of the City's emergency response plans and enabled coordination with local, state, and federal partners. With conditions now stabilized and emergency response activities substantially complete, City officials have determined that normal municipal operations may resume.
While the Local Emergency has been terminated, the City will continue working with its technology partners and government agencies to review the incident, strengthen cybersecurity measures, and complete any remaining recovery and mitigation activities.
The City of Maple Plain appreciates the professionalism and commitment demonstrated by City Water Plant staff, City employees, emergency management personnel, and partner agencies, as well as the cooperation and patience shown by residents throughout this event.
