City of Maple Plain Responding to Cybersecurity Incident Affecting Water Utility Control Systems
MAPLE PLAIN, MN (July 27, 2026) – Early in the morning of July 27, the City of Maple Plain identified a cybersecurity incident involving technology used to support portions of the City's water utility system.
While the incident affected certain automated control functions, established contingency procedures were immediately implemented. As a result, Public Works staff have been able to maintain normal water and wastewater operations without interruption.
Residents should be assured that:
- Drinking water remains safe.
- Water and wastewater services remain fully operational.
- No action is required by residents at this time.
This issue has affected numerous communities throughout Minnesota and is part of a broader cybersecurity event impacting municipal utility systems.
In response, the Maple Plain City Council convened an Emergency Meeting at 4:00 p.m. on July 27 in a closed session to receive a security briefing, review response efforts, and discuss measures necessary to protect critical infrastructure and public services.
Following consultation with City staff and emergency management personnel, Mayor Julie Maas-Kusske declared a local state of emergency. The declaration provides the City with additional flexibility to coordinate resources, expedite emergency response measures, obtain technical assistance, pursue available state and federal support, and take other actions necessary to protect public health, safety, and essential services during this incident.
To allow City staff and officials to focus their attention on incident response and recovery efforts, the City Council Workshop and Regular Business Meeting scheduled for July 27, 2026, have been postponed and rescheduled for Monday, August 3, 2026. Updated meeting information will be posted on the City's website and official communication channels.
The City is working closely with its technology partners and coordinating with state and federal agencies as part of the ongoing response and investigation. Staff continue to monitor system performance around the clock and are taking the necessary steps to restore normal automated operations while maintaining reliable service.
While the City is committed to keeping residents informed, certain details regarding the incident and response efforts cannot be publicly disclosed at this time, as doing so could compromise cybersecurity measures or increase risks to critical infrastructure. The City will continue to share information whenever it is appropriate and safe to do so.
At this time, there has been no disruption to water or wastewater service, and there is no indication that the safety or quality of the City's drinking water has been affected.
