Downtown Reconstruction Update: Underground Power and Sump Pump Services

Major underground utility work associated with the 2026 Downtown Reconstruction Project is nearing completion. The project will now move into the next phase, which includes converting overhead electrical service to underground service.

JDP Electric will coordinate directly with affected property owners regarding necessary modifications at each building’s electrical meter. Xcel Energy is responsible for installing underground electrical service to residential buildings. For commercial properties, the City’s contractor will install the service connection from Xcel Energy’s main line to the building.

Optional Sump Pump Service Connections

Affected property owners may also request the installation of a sump pump service box. This connection can help reduce water flowing across sidewalks and curbs.

The base cost is $250 and will be added to the property’s project assessment. Property owners who would like a sump pump service connection must notify the project team by Tuesday, September 8.
