Maple Plain City Council Approves Development Program and TIF District to Support Redevelopment and Housing

The Maple Plain City Council has approved a Development Program for Development District No. 2 and a Tax Increment Financing (TIF) Plan for TIF District No. 2-1. This action is an important step toward encouraging redevelopment and new housing in Maple Plain.

The Development Program creates Development District No. 2, which covers the entire city. This program gives the City a clear plan to support future redevelopment and reinvestment projects. As part of this approval, the City Council also created TIF District No. 2-1. This TIF district is intended to help support a proposed apartment development with about 95 market-rate housing units.

Before approving the plans, the City followed all required steps. This included preparing the Development Program and TIF Plan, notifying other taxing agencies, and holding a public hearing on February 9, 2026. The City Council reviewed the information, listened to public comments, and found that the project would likely not move forward without public assistance.

With this approval, the City Council is working to encourage redevelopment, add new housing options, grow the local tax base, and support Maple Plain’s long-term economic health.
