City Council Approves Proposed 2027 Property Tax Levy

At its September 28 meeting, the Maple Plain City Council approved the proposed 2027 property tax levy of $2,081,393, an increase of $84,173, or 4.21%, from the 2026 levy of $1,997,220. The approval of the proposed levy is an important step in the City's annual budget process, but it does not represent the final 2027 levy. The City will continue reviewing and refining the budget throughout the fall before adopting the final budget and levy in December. The final levy may be reduced from the proposed amount.

Understanding the Proposed Levy

The proposed $2,081,393 levy consists of:

  • General Levy: $1,531,934
  • Debt Service Levy: $549,459
  • Total Levy: $2,081,393

While the overall levy would increase 4.21%, the General Levy would decrease by $50,157, or 3.17%, compared with 2026. The Debt Service Levy would increase by $134,330, or 32.36%, primarily due to scheduled bond obligations and the addition of payments for the City's 2026A and 2026B bonds.

Estimated City Tax Rate

Despite the proposed increase in the total levy, the City's estimated tax rate is projected to decrease from 54.60% in 2026 to 53.78% in 2027. This estimate is based on preliminary tax capacity information provided by Hennepin County and may change when final tax capacity information becomes available.

A property's actual tax bill depends on several factors, including changes in property value and the tax levies of other taxing jurisdictions. The City's preliminary estimates show that a property with no change in market value could see an approximately 1.5% decrease in the City portion of its property taxes under the proposed levy.

What's Driving the 2027 Budget?

The proposed General Fund budget totals approximately $2.06 million. Among the notable changes are increases in public safety and street-related costs.

Police Department expenditures are proposed to increase by $55,843 due to the police administration contract, while Fire Department expenditures are proposed to increase by $24,500 due to the fire administration contract. The budget also includes a new $50,000 snow removal line item.

Public safety remains the largest portion of proposed General Fund spending, with Police accounting for approximately 41.9% and Fire accounting for approximately 13.5% of General Fund expenditures.

Residents will have an opportunity to learn more and provide feedback on the proposed 2027 Budget and Levy during the City's annual Truth in Taxation Hearing:
